Additional timestamp options - Detailed Start/End times

Proposal

Customer would like timestamps for GitLab jobs to include start and stop time rather than relative (ie: “Finished: 6 hours ago” for ~6 hours ago). They would like to have the option to see specific times: "Started: 2023 Mar 28 14:36:14 CST, Finished: 2023 Mar 28 14:48:45 CST”.
