Update Compliance report to Compliance center

As discussed in the design issue for the Adherence report (#398212 (closed)+) we want to rename the main menu item, page title and description

It was proposed to update the page title to Compliance Center #398212[Llist-no-group.png] (comment 1404714619)

Also to update the page description to Report and manage standards adherence, violations, and compliance frameworks for the group. #398212[Llist-no-group.png] (comment 1404714211)
