@ all is rendered to @ All

The all mention feature has been placed behind the feature flag disable_all_mention #18442 (closed). The feature flag's also been enabled for GitLab.com SaaS.

When @all is typed, it is rendered to @All (a becomes capitalized.) It's only observable on prod, not on staging or in my local gdk environment.
