Inconsistent search results in components with search and autocomplete

Depending on whether you are in a group or issue, or which component you interact with, the search results you get when selecting labels can be different and it appears that some of these components search on different parameters.

We should land on the best design for the autocomplete search to work, and update all inconsistent components to work the same way.

A good first step could be to do a review of these components everywhere they appear in the product. Maybe one of those works the ideal way, and others can be updated to behave the same way. I don't think the problem is just label pickers either. Also need to look at potentially issue/epic selectors and project/group selectors. There might be other examples as well.

In this example, the label description is included in the search, and we don't seem to prioritize matching the label name. So here a user has to scroll down quite far to find the 'UX' label.	In this example on the group issue page, I have to wait some time, but eventually 'UX' is selected for me. There are other options shown but it appears that only the label name is included in the search, and not the label description.
