`initialize with README` option doesn't work for developers when creating a repository

option doesn't work for developers when creating a repository.

Steps to reproduce
- create a user with the Developer role
- sign out of your account
- sign in as the newly created user
- try to create a repository with the
initialize with README
option enabled - go to the newly created repository
- make sure that: a) no README file is there b) the repository is not initialized - there aren't any branches
