Replace the tertiary button in the navigation with a block button

Proposal

Move and update the global search button in the new navigation to be a larger, block button underneath the issue, MR, and todo counts (See design for more context). Add the text, "Search or go to…"

Thanks @jrushford, I think this is only a small fix in which we have to move the search icon button which is on left of profile below the MR count section. Is my understanding correct or I am missing something. If this is only this much change then I guess I can pick this up

Note that I've written up the order in which these issues should be tackled in #409522 (comment 1492036578).

That is, this should only get merged once #409522 (closed) is done. I think the two can be worked on on parallel, as there shouldn't be much/any overlap. But this change on its own would be detrimental to the navigation UX.

I've set up blocking relationships between the issues to somewhat better illustrate this.

@deep-swaraj Please ping me on the MR you create for this. Note that this issue was next on my todo list after #409522 (closed).

@aregnery I've noticed that the logged out view will be quite sparse with this change:

The sidebar toggle button looks quite lonely

Yes, I'd say so for now since some of the functionality works even if it is a bit cumbersome.
