aws-fog plugin for Amazon S3 does not work with Amazon S3 on AWS Outposts

Summary

GITLAB utilises fog lib for communications to Amazon S3. AWS Outposts has a local S3 implementation where we a request for a S3 object is made we end up with a 404 error.
