New navigation scroll to comment anchors are too high

Summary

The addition of the breadcrumbs has added more vertical space in the new navigation.

Steps to reproduce

  • Click any link to a comment. Try this one.
  • Notice that the full top of the comment is not on the screen.

  • It should be able to handle primary comments and thread comments and have to the top of the content area:
