Support Sonarqube ruleset management for CodeClimate SonarJava

Proposal

We currently offer the CodeClimate SonarJava engine as Code Quality analyzer for Java projects. It works as a wrapper to its underlying tools, such as SonarLint, but does not support ruleset management with a configuration file, unlike typical analyzers.

Since SonarJava and SonarLint themselves are able to connect to the Sonarqube server to manage rulesets, it would be helpful to allow a similar management method for the CodeClimate SonarJava plugin itself, as it's otherwise difficult to use if rulesets cannot be managed in any way.

Users would like to use GitLab's Code Quality while managing rulesets with the Sonarqube server.
