Recurring broadcast messages

Proposal

Weekly maintenance windows on GitLab the instance, or reminders about deploy schedules, would be extremely helpful on a recurring basis. The current broadcast feature allows a banner or alert to be shown within a time frame but does not allow for a recurring schedule.

Daily, weekly, monthly, annual broadcast messages would be great to have.
