Application setting to control the dependency proxy for packages

self-managed admins need a way to disable the dependency proxy for packages at the instance level.

🚒 Solution

Introduce a new application setting that will control the API endpoints availability of the dependency proxy for packages.

The new application setting should be compatible with https://docs.gitlab.com/ee/development/cascading_settings.html (possible follow up)
