Cannot mark project as a catalog resource

I've created a template.yaml and a README.md in a new project per the instructions. But there is no way to mark the project a a catalog resource per the instructions.

Note:

  • The experimental feature flag :ci_namespace_catalog_experimental is enabled
  • I haven't performed a release yet.

Can anyone tell me if I'm missing a step?
