~"priority::2" Job stuck with waiting for resource

We have an facing issue with a jobs randomly stuck with waiting for a resource: release and no jobs or pipelines are running in the project and it was stuck forever. We have observed this kind issue many times recently.Please help us to fix this issue. Let me know if you need further information.
