Opt a sidekiq worker for db health check based throttling

#404898 (closed) introduced the db health based throttling framework for sidekiq worker.

This issue aims to test the behaviour by opening it up for a selected sidekiq worker and monitor the flow.

• The throttling is added to the selected worker
• The worker is monitored for an instance where it was throttled
