Backfill security policy bot users

We added Security policy bot users in &10756. After rolling out [Feature flag] Rollout `scan_execution_bot_users` (#409459 - closed), we can add a bot user for every project with a security policy. This can be done in a backfill migration. Here is a POC for this: !120853 (closed)
