Show Zoekt-based project index status in the Admin UI

Problem to solve

It will be very helpful if we can display the project index status in the Admin UI. We have an issue for the existing Elasticsearch-based project index, #384039 (closed). We may want to provide the parity for Zoekt-based project as well.

Proposal

Provide the Zoekt-based project index information in the Admin UI.
