Can't move projects into groups as admin

Reproduction:

• Be an admin.
• Go into settings for a project you are not a member of.
• Try to move the project to a group you are not a member of.

Expected outcome:

• Admins can move any project into any group.

Actual outcome:

• Admins can only move projects into groups they are maintainer or owner of.
