Add helpers to reduce size of a partition manager managed partition

The webhook log partitions have grown out of control. This is a possibility for any table that uses the same strategy so we need helpers that can allow other tables to make their partitions smaller.

Deliverables

• Helpers are added that allow teams to reduce the size of partitions managed by partition manager
• Helper is tested on web-hook-logs (who's partitions are now way too big)
