Geo: Add check for sidekiq jobs to gitlab:geo:check rake task

Problem to solve

In order to allow some jobs to be temporarily disabled, Geo::CronManager will no longer run periodically and enable the appropriate jobs. This could lead to an unhealthy Geo installation. We need to include the expected sidekiq jobs in the Geo health check.

Proposal

Add a check to the gitlab:geo:check rake task to ensure the appropriate jobs are enabled(current list in Gitlab::Geo::CronManager)
