Adherence report - frontend technical implementation plan

Problem to solve

With the design for the adherence report defined here 🎨 UX theme: Design for Adherence report (#398212 - closed) we need an implementation plan on how to implement this, especially in the frontend.

Some questions that need to be considered:

How will we store the text? (mappings)
What is required from the GraphQL API [Backend] Create GraphQL APIs for adherence report (#413236 - closed)
What will be in MVC first phase, second etc
