Increase Gitaly timeouts

Problem to solve

Users are receiving 500 errors when trying to view large commit diffs, A workaround is usually to increase the Gitaly timeouts in:

• Main menu > Admin.
• On the left sidebar, select Settings > Preferences.
• Expand the Gitaly timeouts section.

The maximum timeout is 57. This is still not enough time for some users.

Proposal

Increase the Gitaly timeouts to 3 minutes+ to allow time for very large commits to load.

Intended users

Customers with very large commit diffs.
