Host files in login page for alternative sign up

Problem to solve

Some users are interested in having a publicly facing dynamic login page which can host files that users can download. For their use-case they don't want users to be able to request/register accounts in the login page but instead accomplish this using a PDF form which they need to submit later on to their administrator.

Proposal

• It might be useful to have a custom section in the Sign-in/Sign-up page where files could be hosted/exposed publicly.

• For additional context, this is the sign up workflow they are hoping for:

  1. A PDF file (Access Request Form) will be publicly available.
  2. Users who want to sign up will accomplish the form and email it to an email address that we have for new account requests and that would generate a new issue in the Account Request project.
  3. The GitLab account request administrators would review and then tag our customer to review which would generate an email to our customer to review and approve (or not) the account and if approved then our GitLab administer would create the account.
