Handle error messages in the chat (frontend)

This is part of iteration 1 of the GitLab Duo chat. Epic

Problem to solve

It's possible to get errors in the chat. We need to handle each error type gracefully and explain the error to the user.

  • Do we have different types of errors? Could the error text be more descriptive?
