Clean up `RemoveInvalidDeployAccessLevelGroups` background migration

Description

We introduced RemoveInvalidDeployAccessLevelGroups background migration for resolving Environments page does not show Environments (#412260 - closed). We should cleanup the migration.

Cleaning up the background migration according to the doc.
