Vulnerability Explanation: Add Create Issue button

Problem to solve

Today we're not persisting or saving these results so they can be referenced again later. A sec engineer will want to preserve the AI results for later or for sharing and collaborating with a coworker. Note: We will eventually allow for comments in the vulnerability itself with these designs.

Proposal

A user should be able to create an issue (from a button at the top of the drawer) which contains the entire response returned by AI.
