Migrate `app/assets/javascripts/notes/components/discussion_filter.vue` disclosure to the listbox component

The dropdown that sorts issue comments was migrated to disclosure. The more appropriate component would be a Listbox. http://127.0.0.1:3000/jashkenas/Underscore/-/issues/11
