Value Streams Dashboard GA - Add "Analytics Dashboards" item under the "Analyze" submenu

Problem to solve

Currently, Value Streams Dashboard is only accessible via VSA drill-up.

Value Streams Dashboard will be GA in %16.0, and it needs to be included in the new left sidebar menu.

Proposal

Add a new group level navigation item [Analyze -> Analytics Dashboards]. Clicking the link will direct the user to the VSD dashboard.

Next iteration

Once Value Streams Dashboard GA - adding dashboards ... (#414260 - closed) is solved, the navigation item will link to a dashboard list which contains VSD as a list item.
