Option to have no pipelines created on merge request

Using the ci-skip push option creates a skipped pipeline where some Users want no pipeline to be created i.e this ticket.
Problem to solve
ci-skip and skip-ci push options are creating a skipped merge request in the pipelines page when expected behaviour is that no pipeline is created.

Add another push option i.e ci-none to create no merge request pipelines
