Add new pre-approved Blue Oak licenses

Legal has pre-approved gold, silver and bronze list of licenses in https://about.gitlab.com/handbook/legal/product/#using-open-source-software

This is also probably a good time to update the list of pre-approved licenses since we recently made changes to it. The gold, silver and bronze list of licenses are pre-approved licenses - all others will be approved on a per-dependency basis.

There is a JSON and npm package available of the list - not sure if that helps here.

Proposal

1. Open a legal issue confirming exact list of gold, silver and bronze Blue Oak licenses.
2. Add that list of licenses from Blue Oak to config/dependency_decisions.yml
