Workspaces: Admin area

Problem
Admins have no UI to set up remote development.
User experience goal
Manage remote development feature in the GitLab interface.
Proposal
Add a section on the groups' Settings for workspaces with
- Guidance on how to set up remote development features,
- Enable/disable workspaces,
- Define default agents for projects,
- Manage limits of workspaces per agent,
- Statistic: number of workspaces per project/agent,
- Set up a sleep time.
