Description

We have great discussion threads on issues and merge requests, but sometimes people need to discuss things at a higher level. We should let people discuss at the group (and sub-group) level. A discussion board of posts and threads (much like a forum) would help teams collaborate and communicate internally and externally. With discussion boards, it'll be even more valuable to have groups map to organizational units, potentially without any projects under them.
