Custom notifications options doesnt match what the docs say you can do

The notification docs (https://gitlab.com/help/workflow/notifications) say I should be able to get notifications only for approved merge requests and not when one is opening.

My main goal here is to not get the initial merge request email until all required approvers have approved the merge and it can be merge. (If that is even possible)
