Fix spacing issue in merge request sticky header with new navigation enabled

Summary

When the navigation sidebar is hidden, the merge request sticky header doesn't properly fill the space.

  1. Set viewport size to 1199
  2. Hide the sidebar
  3. Scroll down on the page
