Add To-Do List entry when new MR approval is required after reset

Proposal

When a merge request requires approval, a To-Do list entry is added for the approver(s). When new commits are added to the source branch, you can choose the option to remove merge request approvals.

Once a merge request approval is required for the same MR again, the approver(s) do not get an entry in their To-Do List.

It would be helpful for approvers to have this entry re-appear in the To-Do List to help them keep track of any approvals they need to action.
