Add Beta badge and documentation link to Workspaces list view

Problem to solve

The Workspaces feature is being launched in Beta and the UI needs to reflect that state. We also don't provide an easy way to share feedback on the beta.

Proposal

Add the Beta badge next to the page title in the Workspaces view. Link to the documentation from the workspaces list and empty state of the list. In the documentation, we will link to a public feedback issue from the docs.
