Geo: Silent mode - Block integrations traffic
Problem to solve
When performing testing on an instance with silent mode turned on, it has the potential to generate traffic toward integrations such as Slack. The traffic towards these integrations has the potential to cause confusion for users receiving them as they may appear to be coming from their production instance.
Silent mode is designed to allow admins to suppress outbound communications from a GitLab instance and perform a range of tests against that instance without these tests generating egress traffic.
Proposal
- When silent mode is enabled, suppress outgoing traffic to integrations from the GitLab instance. This step may or may not be completely handled by #410048 (closed).
- Deal with the downstream consequences of suppressing outgoing traffic where necessary for the MVC.
- If there are too many items to deal with, then open issues for each item, to discuss priority and/or direction.
Discovery discussions: #371816 (comment 1077387411)

Feature Usage Metrics
The metrics for this feature will be tied to metric of silent mode.
