Geo: Silent mode - Suppress Snowplow traffic
Problem to solve
When performing testing on an instance with silent mode turned on, it will generate snowplow data. The data from the test instance will pollute the snowplow data. Silent mode is designed to allow admins to suppress outbound communications from a GitLab instance and perform a range of tests against that instance without these tests generating egress traffic.
Proposal
When silent mode is enabled, suppress outgoing traffic to snowplow from the GitLab instance.
