Adds the ability to enforce SSO for git over SSH at the instance level (for self-managed).
Problem to solve
Customers rely on federated SSO from their connected identity providers to support key security and compliance controls, including the ability to verify users are trusted and have verified identities. SSO-only for web activity enforcement provides this capability but only if configured at the group level.
Proposal
Add the ability to enforce SSO for git over ssh at the instance level so that customers can leverage SAML SSO for this common access pattern.
