Group Codeowners in approval widget according to owners rather than code entry

Proposal

We display code owner approvals as it is listed as entries in the CODEOWNERS files. We should group the display of the code owners approvals so that it is easier to parse.

Just grouping duplicates would be a nice improvement (eg Verify backend appearing twice)

Collapsed the widget said i needed 2 approvals but when i expanded it, it’s actually the same approval required twice (Verify backend)
