Document gemnasium release process

The gemnasium release process is complex and we've run into permission problems in the past that have preventing the release process from functioning correctly, for example:

The purpose of this issue is to document the gemnasium release process to provide other developers with enough detail to diagnose and fix any issues that might occur.
