Add business metadata to security reporting for granular reporting

Proposal

Today, the vulnerability reporting is helpful from a GitLab group context but this might not necessarily align with organization business functions. Adding an area for metadata to attach to a project such as "Business Unit" can help organize which projects roll up to a unit and build security reporting from that.

GitLab Labels may be an MVC for this.
