minor suggestion(unrelated to this MR):

• The Maximum job timeout input field allows negative numbers, maybe we can set a min value? Follow-up should be fine.
• In the edit runner view, the tag & job timeout fields appear in reverse order when compared to the new runner form, is that deliberate? WDYT of keeping them consistent?
