Increase Service Desk incoming mail attachments to 25MB

Proposal
A user has expressed interest in an increased mail attachment size for incoming emails to Service Desk, they suggested increasing the mail size to 25MB to move inline with other mail providers such as Gmail.
The issue is with the size limit of attachments of emails sent to the Service Desk mailbox at incoming.gitlab.com.
