Add blocked status to pipeline email notifications

Release notes

Currently we have an integration for pipeline status when a Pipeline is failed or complete. There is interest in an option for "Blocked" pipelines as well, so that when a Pipeline is stuck due to a manual action, a notification can be sent to the responsible team to take the appropriate action.

Problem to solve

Send notifications when a pipeline requires manual action.

Proposal

Add an additional checkbox to the existing email integration for blocked pipelines.

Developer, Release Manager, etc.
