Backend: "Latest release" SSoT for LatestRelease and Ci::Catalog::Resource

Summary

As a result of the discussion here regarding how we evaluate "latest release", it is suggested that:

In a separate MR we should use a SSoT for both LatestRelease class and Ci::Catalog::Resource. Perhaps have the new SSoT be used by ReleasesFinder.
