Resolve npm structure too large exceptions

Problem to solve

In #345759 (closed), we began to track exceptions where npm uploads failed due to the error Validation failed: Package json structure is too large. With that tracking in place, we can now identify and plan a fix to prevent these errors from occurring for users of the npm registry.

Proposal

Using the data gathered from #345759 (closed), fix the root cause so that users can upload npm packages with any amount of metadata.
