Doc refer to "GitLab administrators" but this is not an official role, so I have no idea how to decipher

Is saying: GitLab administrators can approve or reject all deployments.

However, GitLab administrators is not a role I can read from https://docs.gitlab.com/ee/user/permissions.html

I'm using the Saas product. If I'm an owner, am I a "GitLab administrators"?
