💬 Feedback: Issuable sidebar updates

What has changed?

🟣 Merge requests

• The sidebar only appears on Overview
• Lock status, Copy reference, Notifications have moved into Merge request actions (ellipsis) dropdown in the top-right corner
• New sticky header with status, MR title, branches, author, todo button appears across all tabs

• Include notifications to exploration for adding additional actions to the sticky breadcrumb bar
