Allow non-project members to assign labels to service desk issues
Proposal
A customer requests the ability for users who are not members of a project to be able to assign labels to issues with labels in said project.
The proposed workflow of issuing a Service Desk email address for projects can be cumbersome to users and project managers. Allowing users to add labels to their issues within projects of which they are not a member will simplify the customer journey, as they can apply the correct labels to get the work in the right swimlane.
