Group minimum role should be Guest: Issue - Issue

You can now relate issues between projects with Guest access in one issue. This allows better traceability between issues while still maintaining access control.

Summary

Per &10268, we are reducing the minimum role to Guest to relate an Issue to an Issue and vice versa.
